Peer connection problems

During the past weeks I frequently have problems connecting to the peer network.
The client (3.5.1025.33404) connects in most cases but goes offline after a short period.
On the other side, if connected, I observe frequent contacts to other peers.
Could this be related to temporarily unavailable root peers?

After going offline, did it reconnect automatically after some time? The decentralized bootstrap takes a while to reconnect, if the root peers are in trouble.
We had some load problems on our root peers caused by a new security software. Should be fixed now.

I am not sure whether it reconnects. I only observe the connectivity problems.
Anyway: The peers currently seem to have problems again. I can only reach Odin3 or Odin4, but not any other peer.

What is the current Status here? I am figuring major connection problems and would like to know if they might be related to my side of the network.
